Agent overload – the growing problem of agentic sprawl

A year ago, most organisations were experimenting with a handful of AI assistants. Today, many are quietly running dozens. Soon, it may be hundreds - welcome to the era of agentic sprawl.

The shift from static models to autonomous or semi-autonomous AI agents, systems that can take actions, orchestrate workflows, call tools, and interact with enterprise data, has changed the scale of AI deployment. What was once a centralised data science initiative is rapidly becoming a distributed capability. Business units can now create their own agents, wire them into workflows, and deploy them into production environments with unprecedented speed.

The exponential curve

The release of low-code and no-code tooling has dramatically reduced the barrier to building AI agents. Platforms like Microsoft Copilot Studio, Palantir Foundry, and Amazon Bedrock have transformed agent creation from a high-code engineering feat into a "citizen developer" task that allow business users to design conversational agents, connect them to enterprise systems, and define workflows with minimal traditional coding. This is a profound shift. It enables subject-matter experts, not just engineers, to create AI capabilities tailored to their own processes.

Business users often understand processes more deeply than central IT teams. Enabling them to build agents can unlock rapid innovation and tangible productivity gains. But the same empowerment can create fragmentation. Where a central AI team might once have delivered a few major projects each year, now every function, HR, finance, operations, legal, marketing, can create agents that automate decisions, retrieve data, or interact with customers. Each new agent often begets another. A procurement agent triggers a compliance-checking agent. A customer support agent hands off to a billing resolution agent. A sales assistant spawns a contract drafting assistant.

Individually, each deployment may be rational. Collectively, they can become unmanageable. The democratisation of AI development is real, but the governance maturity to manage it often isn’t – and the growth of the problem isn’t linear, it’s exponential.

From shadow IT to shadow agents

Many organisations have experienced “shadow IT” before: systems built outside central governance, often with good intentions but limited oversight. Agentic sprawl is shadow IT at algorithmic speed.

The risks are more complex than simple duplication of tools. Agents can:

•                  Access sensitive enterprise data.

•                  Take actions on behalf of users.

•                  Make or influence decisions.

•                  Interact directly with customers.

•                  Trigger automated downstream processes.

An unmanaged proliferation of such agents introduces systemic risk. Two agents may access the same data under different security assumptions. One may make a recommendation based on outdated logic. Another may operate with insufficient auditability. Interactions between agents can create emergent behaviours that no single team anticipated.

When agents begin calling other agents, the question becomes not just “what does this tool do?” but “what is the network effect of this ecosystem?”

Without guardrails, organisations risk creating an invisible digital workforce whose behaviours are poorly understood and insufficiently controlled.

Zoned governance

Managing agentic sprawl requires moving away from "all-or-nothing" approach and toward a zoned governance strategy. This can create clear gates between where an agent is allowed to play and where it is allowed to work. For example:

•                  An experimentation sandbox zone: This is an area with high freedom and low data access. Agents can be prototyped but are strictly isolated from Production systems.

•                  An internal corporate zone: Agents here are vetted for security and bias. They have access to internal data but cannot "speak" to the outside world.

•                  A frontier zone: This area undergoes the highest level of scrutiny. Agents here interact with customers and require rigorous output filtering to prevent reputational "hallucination" disasters.

Across all zones technical guardrails must be baked in at platform level, including input protection (to prevent prompt injection) and output filtering (to ensure PII or inappropriate content never leaves the system).

The agent lifecycle

With these zones agent lifecycle management must be as disciplined as application lifecycle management, arguably more so.  This should include:

1. Ideation and design governance

Before an agent is built, its purpose should be documented. What business problem does it solve? What decisions does it influence? What data sources will it use? What are the risks? Do other agents already exist within the organisation that can address some or all of the need?

2. Risk and ethical assessment

If the agent affects customers, employees, or regulated outcomes, an ethical review should assess bias risk, explainability, and accountability. What decisions are being devolved? What human oversight exists?

3. Secure development and testing

Even low-code agents require rigorous testing. This includes adversarial testing, prompt injection resilience, data leakage testing, and validation against edge cases.

4. Controlled deployment

Production release should require sign-off against defined criteria: security review, data governance approval, monitoring configuration, and named ownership.

5. Continuous monitoring

Post-deployment, agents must be monitored for performance degradation, drift, misuse, or unexpected interactions. Metrics should include not only technical accuracy, but business impact and user feedback.

6. Retirement and decommissioning

Agents should not linger indefinitely. If an agent is superseded, unused, or non-compliant, it should be formally retired. Dormant agents represent latent risk.

Without such lifecycle discipline, organisations accumulate digital debris, agents no one remembers creating but which still have access to sensitive systems.

Access control and identity

A provocative but useful framing is to consider agents as a new class of digital employee.

If an agent can access internal systems, perform tasks, initiate workflows, and make recommendations or influence outcomes, then in functional terms, it is behaving like a junior employee, sometimes even a manager.

If that analogy holds, then several uncomfortable governance questions follow.

Would you allow a new employee to access financial systems without defined role-based permissions? Would you allow them to make customer-facing statements without training and oversight? Would you deploy them into production without performance monitoring, performance reviews, and clear accountability?

Yet organisations routinely deploy agents with broad API access, limited logging, and unclear ownership.

Treating agents as “software” alone is insufficient. Treating them as digital workers, subject to identity management, access control, audit trails, and performance evaluation, offers a more realistic governance lens.

Best practice agent management therefore begins with identity. Every agent should have a distinct, managed identity within the enterprise identity and access management (IAM) framework. Role-based access control (RBAC) should define precisely what data the agent can access and what actions it can perform. Privilege escalation, such as allowing an agent to execute financial transactions or update records, should require explicit approval and monitoring.

Agents should not inherit blanket permissions from their creators. Nor should they operate under shared service accounts that blur accountability.

Equally important is transparency of action. Every decision, recommendation, or transaction initiated by an agent should be logged, timestamped, and attributable. Auditability is not optional. In regulated sectors, it is mandatory. In all sectors, it is a reputational safeguard.

Agent observability and ecosystem awareness

As agent numbers grow, observability becomes critical. Organisations should maintain a real-time inventory of active agents and their interdependencies. Graph-based mapping tools can help visualise how agents interact, who calls whom, which APIs are invoked, where data flows.

Without this ecosystem awareness, cascading failures become more likely. A change to one agent’s logic could unintentionally disrupt several downstream processes. An outage in a shared tool could paralyse multiple agent workflows.

Agentic sprawl is not merely a governance issue; it is an architectural one.

Cultural implications

Beyond technical controls, there is a cultural dimension. When agents become embedded in daily work, employees may rely on them implicitly. If oversight is weak, responsibility can blur. “The agent did it” is not an acceptable defence in regulatory or customer-facing contexts.

Clear accountability structures must ensure that every agent has a named human owner responsible for its outcomes. Agents should augment human judgment, not replace organisational responsibility.

The case for strong agent management

The promise of agentic AI is extraordinary. Properly governed, agents can streamline operations, reduce administrative burden, accelerate insight, and enhance customer experience. They can operate 24/7, coordinate complex workflows, and unlock value at scale.

But unmanaged proliferation turns promise into peril.

Agent overload is not a hypothetical future problem. It is an emerging reality. The combination of low-code tooling, Copilot Studio, Foundry environments, and enthusiastic citizen developers guarantees growth. The only variable is whether that growth is intentional or accidental.

Strong agent management is not bureaucratic drag. It is strategic enablement.

Organisations that treat agents as digital employees, with identity, access controls, lifecycle oversight, and performance monitoring, will harness their power safely. Those that allow uncontrolled sprawl risk security breaches, compliance failures, reputational damage, and operational chaos.

The question is not whether your organisation will have dozens of agents. It almost certainly will. The question is whether you will know what they are doing, who is responsible for them, and whether they are aligned with your enterprise strategy.

In the age of agentic AI, governance is not optional. It is the operating system of sustainable innovation.
